Born in San Antonio, TX, Bill grew up in Casper, WY where he graduated from Natrona County High School in 1954, followed by attendance at the United States Naval Academy, graduating in 1959. During his tenure as a Navy Submarine Officer, Bill met and married Margot Belisle McKnight of San Diego, CA.
